Kamen Rider Zero-Three (仮面ライダーゼロスリー, Kamen Raidā Zerosurī) is a Kamen Rider exclusive to Kamen Rider Outsiders. It is the fusion between the two satellites There and Ark as both Kamen Riders Zero-Two and Ark-Zero specifically.

Ark
History[]
Zero-Three was created as the united fusion between two satellites that had been at war since the beginning of the Humagear era. Coming to a common truce to eliminate a greater threat that was Zein, the two merged together to create a singularity that surpasses even both of them.
Coming to the battlefield, Zero-Three heard Tsumuri express her sadness that Kuroto Dan was unable to have his wish granted despite the current world that Ace Ukiyo so valiantly fought for. As such, Zero-Three mimicked Tsumuri's creation abilities and remade Kuroto Dan into a human.
Later it fought against Zein on equal footing, but Zein escaped with the help of the recently arrived Evol X.
Powers and Abilities[]
- There and Ark Satellite Connection: Being both satellites itself, with the Zero-Three Driver equipped, it grants Zero-Three a variety of abilities:
- Enhanced Thought Processes: Being the combination of two A.I. supercomputers itself, it can exponentially accelerate its thought processes and quickly generate a counter against any type of fighting style. This proved useful in countering Zein's usage of Clock Up, though it was still unable to counter Hyper Clock Up.
- God of Genesis Mimicry: After copying the basis of Goddess of Genesis data from Tsumuri’s tears, Zero-Three could perform the Life Creation ability as shown when it reincarnated Kuroto Dan as a Human through the activation of Life On Big Bang.

Zero-Three's primary form is accessed by using the Zero-Three Progrisekey in the Zero-Three Driver.
As the successor to Kamen Rider Zero-Two and a fusion of the latter and Kamen Rider Ark-Zero, it possesses multiple new abilities that neither rider possessed themselves alone. Zero-Three possesses immense predictive capabilities, surpassing Zero-Two's predictive capabilities which already surpassed Ark-Zero originally.
By pressing the Zero-Three Progrisekey into the Zero-Three Driver, Zero-Three can summon and use the following weapons:
- Blade On Big Bang (ブレードオンビッグバング, Burēdo On Biggu Bangu): ZAIA Slashriser, Attache Calibur, Progrise Hopper Blade, Thousand Jacker
- Bullet On Big Bang (バレットオンビッグバング, Baretto On Biggu Bangu): to be added
- Arrow On Big Bang (アローオンビッグバング, Arō On Biggu Bangu): Attache Arrow
Additionally, Zero-Three possesses the ability to learn the abilities of others and use them. Zero-Three first utilized this ability through the usage of Tsumuri's tears, learning the Goddess of Genesis's reality warping abilities and uses them to grant Kuroto Dan's wish while also reincarnating the latter through the Life On Big Bang (ライフオンビッグバング, Raifu On Biggu Bangu).

- Used against Kamen Rider Zein, Zero-Three pulls the Jack Ring while putting the Jack Suction of the Thousand Jacker on the Zein Driver's Ride Ex Machina, absorbing its data and causing the Thousand Jacker to be filled with red energy that turns to purple. They then release a close-ranged red energy slash towards Zein.
- Zero-Three first pulls the Jack Ring before pulling the trigger, entering a stance as the Thousand Jacker's Jack Edge becomes surrounded with the data of There and Ark. Zero-Three then swings the blade, releasing a massive energy slash containing the two satellites' data at their opponent.

Kamen Rider Zero-Three is dual-voiced by Noa Tsurushima (鶴嶋 乃愛, Tsurushima Noa) and Show Hayami (速水 奨, Hayami Shō), both whom portrayed Is/As and the Ark respectively from Kamen Rider Zero-One.
Notes[]
- Kamen Rider Zero-Three is a homage to Kamen Rider V3, due to their similar naming, Zero-Three's silver forearms, chestpiece, and mouth piece corresponding to V3's own. Furthermore, the Unit attached to the Driver resembles the Double Typhoon.
- Zero-Three recycles Kamen Rider Eden and Kamen Rider Lucifer's chestpiece and back armor, and adds another row of plates close to the neck that resemble the numbers 03. The shoulders, forearms, and thighs are repainted from Kamen Rider Eden. Additionally, a new helmet is made from using a mold of Kamen Rider Zero Two's head with some new details added in.
- In the official website for Kamen Rider Outsiders, the place holder image of Kamen Rider Zero-Three was entitled "ep05-arkthree.png".[1]
- The final line of Kamen Rider Zero-Three's jingle references Is, There, and Ark, and together forms the phrase "Kamen Rider Zero-Three is There (and) Ark", referring to who the identity of the form is.
